The Department of State has completed its draft of the lobbying registration forms a day early, so the lobbyist members of PAGR will have an extra day to review these DRAFT forms and send us written comments. Comments are due by close of business on Monday, December 18. Written comments may be sent to charhut@state.pa.us or llboyle@state.pa.us. Those with brief questions can call Chet Harhut or myself at (717) 787-5280.
While all comments received are helpful to the Department in developing registration forms, please realize that we may not be able to implement all comments received at this time. For those comments not received by December 18, we may be making additional changes to the lobbying registration forms at a later time.
Attached below are 3 registration forms for: 1) Lobbyists; 2) Lobbying Firms; and 3) Principals. Each form is only two pages, as we are keeping it as short and simple as possible.

As we obtain new information, we will continue to add it to our FAQs or our website. Suggestions on lobbying information for our website and FAQs are always welcome.
As stated below, we are currently working to develop detailed instructions for these lobbying registration forms. In addition to referring to section 1304-A of the Act (relating to registration), the information below may help you to understand how the forms will work.
- For this set of forms, individuals may download them and either complete them electronically and email them to us or print them out (completed or blank) and send in. Later, as required by the Act, our website will have the capability of filing online in realtime.
- Registration numbers will be assigned to lobbyists, lobbying firms and principals once they register with the Department. The first time you register, you will not need to insert a registration number.
- Please note that there is no requirement in the Act for a wet or written signature on registration statements. Therefore, we have asked that the name of the individual acknowledging the accuracy of the form print or type his or her name.
- Certain lines on each form will allow you to submit additional forms (that we are now developing) to provide complete answers to that question. We have numbered those attachments to correspond to the lines on each form for easier completion. (For example, see lines 4, 6 & 7 on the Lobbyist Registration Statement; lines 5, 6 & 7 on the Lobbying Firm Registration Statement; and lines 5, 6 & 7 on the Principal Registration Statement.) To assist us in developing this portion of each Statement, please answer the following three questions:
1. How many principals, affiliated PACs and candidate political committees (for which the lobbyist is an officer) do lobbyists have?
2. How many lobbyists, affiliated PACs and principals do lobbying firms have?
3. How many lobbyists, affiliated PACs and lobbying firms do principals have?
We know that the answers to these three questions will vary greatly, depending on the size or the lobbying firm or principal and the clients of the lobbyist. Lobbyists, principals or lobbying firms may return their written replies to these three questions to Chet Harhut or me prior by close of business on Tuesday, December 19.
